5.  ਫੈਸਲਾ This case, again, came up for hearing before the Committee on 22-11-2016. Er. Gopal Sharma, Dy. CE/DS Circle, Jalandhar presented the case before the Committee. Dy. CE/DS Circle, Jalandhar submitted consumption data from 4/2012 to 10/2016, as desired by the committee in the previous meeting. The Committee observed that erratic behavior of the meter and abnormal consumption during dispute is very much evident from the consumption pattern. ASE/MMTS in his findings (based on study of DDL print-out) given vide memo No. 6 dated 15.1.2015 has confirmed the erratic behavior of the meter from 13.9.2014 till replacement of meter. The case was discussed at length and the Committee unanimously decided that the account of the consumer from 13-9-2014 to date of change of meter, be overhauled with the actual consumption during same period of the previous year (year 2013) or succeeding year (year 2015), whichever is higher. The balance amount be recovered/refunded to the consumer along with applicable interest/surcharge as per rules, after pre-audit from AO/Field.

1 Fri 22, Jul 2016  This case, again, came up for hearing before the Committee on 22-07-2016. Er. Gopal Sharma, Dy. CE/DS Circle, Jalandhar presented the case before the Committee. Sh. Mohit Prabhakar General Manager appeared before the committee on behalf of consumer and he has produced the authorization from the consumer which has been placed on record. He has submitted the representation dated 22-7-16 which is placed on record. A copy of representation has been supplied to Dy. CE/DS Circle, Jalandhar for his comments within 10 days from today to the Committee with a copy of the same to the consumer for his rebuttal, if any, within 10 days thereafter. The consumer is further directed to submit any other documents, if any, they may desire to furnish should do the same within 2 days to the Dy.CE/DS Circle, Jalandhar. Dy. CE/DS Circle, Jalandhar is directed to submit the following documents at an early date to the committee.
1. DDL Print Out.
2. MCO
3. Relevant ME Lab Report.
4. Consumption data from 2013 onwards.
The case is adjourned to the next meeting.
2 Wed 14, Sep 2016  This case, again, came up for hearing before the Committee on 14-09-2016. Er. Gopal Sharma, Dy. CE/DS Circle, Jalandhar presented the case before the Committee. Sh. Mohit Prabhakar General Manager appeared before the committee on behalf of consumer.
Deputy Chief Engineer/DS Circle, Jalandhar is directed to produce the complete record of consumption data in this case from 1-1-12 to till date for purpose of further deliberations. The case is adjourned to the next date.
3 Thu 20, Oct 2016  This case, again, came up for hearing before the Committee on 20-10-2016. Er. Gopal Sharma, Dy. CE/DS Circle, Jalandhar presented the case before the Committee. Sh. Mohit Prabhakar General Manager appeared before the committee on behalf of consumer. He has submitted that he may kindly be given 2-3 days to work out the detail of the case and submit to the committee. The case is adjourned in the interest of justice to the next date finally and no more date will be given.
