5.  ਫੈਸਲਾ This case was again heard by the Committee on 24.01.2017. Er. Baljit Singh, Sr Xen/Op. City Div. Hoshiarpur presented the case before the Committee. Sh. Kuldip Singh son of the consumer attended the meeting. The report of the Dy CE/Op. Hoshiarpur bearing Memo No. 1592 Dated 23.01.2017 alongwith other information/data as desired by the committee, was submitted by Sr Xen/Op. City Div. Hoshiarpur and the same has been placed on record . Dy CE/Op. Hoshiarpur in his report has made clear that the disputed meter of the consumer was installed on 8.4.2013, with initial reading of 00001 KWH and Nil consumption was reported from 4/2013 to 3/2014. However, consumption of 16295 units was recorded in 9/2014, whereas accuracy of the meter was declared OK in ME/lab. Dy CE/Op. Hoshiarpur, further confirmed that per day consumption of the new meter installed in 11/2014 is 29 units and per day consumption of challenged meter (up to 9/2014) comes to 33 units. The consumer has admitted before the committee that he has constructed building and used the supply from his NRS connection. However, Dy CE/Op. Hoshiarpur in his report has concluded that there is no variation in consumption of NRS connection before and after the period during which construction was carried out, which prove that construction of building was done by using supply from DS connection. As such, the consumption as per reading recorded in 9/2014 is correct and abnormal consumption (16295 units) is due to accumulation of consumption (by not reporting actual readings) of previous period. The committee studied all the relevant record viz consumption data of NRS connection, DS connection in dispute, ME/lab report and report of Dy CE/Op. Hoshiarpur. The disputed case was discussed in detail and the Committee observed that abnormal consumption of 16295 units as recorded in 9/2014 is due to accumulation of consumption of previous period. Therefore, ZDSC unanimously decided that the account of the consumer be over-hauled from 4/2013 (from date of installation of disputed meter) to 09/14 by taking the total consumption of the consumer (as per reading recorded in 9/2014) as consumption of the period 4/2013 to 9/2014 and the same be divided equally to work out bi-monthly consumption for applying tariff. Further, the amount already deposited by the consumer be adjusted, while working out balance recoverable amount.. The work & conduct of the concerned Meter Reader in this case appears to be suspicious. Er Baljit Singh, Sr XEN was directed to investigate the matter, take appropriate action and submit his report to Chief Engineer/Op North, Jalandhar, through Dy CE/Op Hoshiarpur.

1 Tue 22, Nov 2016  This case came up for hearing before the Committee on 22-11-2016. Er. H.S. Saini, SE/DS Circle, Hoshiarpur presented the case before the Committee. Sh. Kuldip Singh son of the consumer is present in person in the meeting and submitted that he has nothing more to add to his representation dated 18-10-16 already submitted. He told the Commitee that new building was constructed after demolition of old building and use of supply from the DS Connection in dispute was very less/negligible and also told that the supply of construction purpose was used from NRS connection existing in the same premises(ground floor). Dy. CE/DS Circle, Hoshiarpur was directed to offer his detailed comments on the representation already forwarded in this case. The Dy. CE/DS Circle, Hoshiarpur was also directed to get the resaons of Nil Consumption from DS connections (in dispute) from to 03/2014 investigated and submit report, besides submitting consumption data of said NRS Connection from 09/2010 onwards.
The case is adjourned to the next date for further discussion.
