5.  ਫੈਸਲਾ This case, again, came up for hearing before the Committee on 22.02.2017. Er. Gopal Sharma, Dy. CE/DS Circle, Jalandhar presented the case before the Committee. Smt. Saveena Singh D/o Late ShAtamdev Singh appeared before the committee in person.Dy. CE/DS Circle, Jalandhar presented copy of LCR No.56/2002 dated 18.2.2017, wherein the connected load of the consumer (including 3 Nos ACs) has been mentioned as 9.260 KW and reading of the meter as 007229 KWH. Smt. Saveena Singh told the committee that a small family (she herself & her mother) and servant are living in the house. She further explained that although 3 Nos ACs have been installed but only one AC is used in summer. She contested the consumption of more than 20000 units in a period of about 6 months from the disputed meter especially considering the previous consumption and consumption pattern of meter installed in 7/2016. The committee studied all the relevant documents especially ME/lab report, LCR dated 18.2.2017 consumption data from 7/2014 onwards and also kept in view the arguments put forth by Smt. Saveena Singh. The committee observed that disputed meter was installed vide MCO No.65/51920 dated 31.12.2015 at IR of 000000 KWH and was replaced on 8.7.2016 at final reading of 020251KWH, meaning thereby consumption of 20251 units in a period of just more than 6 months, which appears to be very much on the higher side, considering the normal consumption pattern of the consumer. This higher consumption may be due to erratic behavior of the meter at site conditions although the accuracy of the meter was declared within limits in ME/lab. The case was discussed at length and to meet the ends of justice it was unanimously decided that the account of the consumer for the disputed period 31.12.15 to 8.7.2016 be over-hauled on the basis of consumption as recorded for the period from 9.7.16 to 18.02.17 (by working out bi-monthly consumption) which comes to 7229 Units and the amount be recovered accordingly as per instructions of PSPCL.

1 Tue 24, Jan 2017  This case came up for hearing before the Committee on 24.01.2017. Er. Gopal Sharma, Dy. CE/DS Circle, Jalandhar presented the case before the Committee. Smt. Saveena Singh D/o Late Sh Atamdev Singh appeared before the committee in person. She was directed to submit her representation/petition within 7 days to Dy. CE/DS Circle, Jalandhar who will forward the same to the committee with his comments. The Dy CE/Op was further directed to get the connection of the consumer checked from AEE/T, submit the LCR (containing connected load, status of present meter and reading) and upto date consumption data of this case. The case was adjourned for next date of hearing.
