5.  ਫੈਸਲਾ This case again came up for hearing before the Committee on 26.09.2017. Er. Kanwar Jaswant Singh, Dy. CE/DS Circle, Kapurthala presented the case before the Committee. Sh. Parvesh Chander appeared before the committee on behalf of the consumer. The Committee deliberated the report of I/A presented by the Dy CE/Op Circle Kapurthala. From the report, it is clear that Meter No. 3613 was working Okay during 2015-16 upto change of meter. Therefore, the committee feels that as per consumption, the bill should be prepared and all the bills charged at average be adjusted. The account of the consumer be over-hauled by taking initial and final reading. The committee also felt that clerical mistakes were committed by Meter Reader who was taking the reading. Dy CE/Op Kapurthala should take strict action against Meter Reader, the private firm and Sh Rattan Lal AJE and exemplary punishment should be given to them. The case is decided accordingly.

1 Wed 26, Apr 2017  This case came up for hearing before the Committee on 26.4.2017. Er. Devinder Singh, Addl.SE/Op Div Kartarpur presented the case before the Committee. Sh. Parvesh Chadha appeared before the committee on behalf of the consumer and submitted power of attorney which has been placed on record. He also submitted the representation dated 26.4.2017 which has been placed on record and a copy of the same has been supplied to Er Devinder Singh ,ASE/Op Kartarpur for his comments within 7 days with a copy to the consumer. He was further directed to submit consumption data from 1/2014 onwards (alongwith dates of old/new readings), copy of MCO No.49/10192 (as mentioned in the inspection note dated 10.1.2017), relevant store challan/ME lab report and DDL (if any on the next date of hearing). The case is adjourned accordingly.
2 Tue 13, Jun 2017  This case again came up for hearing before the Committee on 13.06.2017. Er. Pawan Kumar, ASE/Tech Op .Circle, Kapurthala presented the case before the Committee. Sh. Parvesh Chadha appeared before the committee on behalf of the consumer. The committee observed that the complete information asked for in the last meeting has not been provided and ASE/ Tech Op .Circle, Kapurthala was directed to ensure that the same is submitted to the Committee on the next date of hearing. The committee studied the report of Dy CE/Op Kapurthala bearing memo No. 9581/84 dated 30.5.2017 and directed ASE/ Tech Op .Circle, Kapurthala to examine the bills issued to the consumer from 3/2014 onwards and submit the month wise detail of amount chargeable/refundable to the consumer due to less/excess billing (if any).The case is adjourned to the next date in the interest of justice.
3 Thu 03, Aug 2017  This case again came up for hearing before the Committee on 03.08. 2017. Er. Kanwar Jaswant Singh, Dy. CE/DS Circle, Kapurthala presented the case before the Committee. . Sh. Sudershan appeared before the committee on behalf of the consumer. The report of the Dy. CE/Op Circle, Kapurthala bearing Memo No. 13924 dated 2.8.2017 has been received and placed on record. The Committee decided that the site be checked by the Addl. SE/Enforcement and report be sent for accuracy of meter, load and month wise upto date consumption data to the Committee at the earliest. The case is adjourned in the interest of justice to the next date.
4 Mon 04, Sep 2017  This case again came up for hearing before the Committee on 04.09.2017. Er. Kanwar Jaswant Singh, Dy. CE/DS Circle, Kapurthala presented the case before the Committee. Sh. Parvesh Chander appeared before the committee on behalf of the consumer. He contended that the disputed amount was charged and deposited by him during Sept.2016 and the same has been debited again in March, 2017. The Committee feels that the revenue record supplied by Dy CE/Op Circle KPt is not sufficient to decide the case. Therefore, complete revenue record of the consumer for the year 2014, 2015, 2016 and 2017, duly audited by the I/A, be brought in the next meeting. Hence, the case is deferred to the next meeting.
