5.  ਫੈਸਲਾ This case came up for hearing before the Committee on 24.11.2017. ASE/Op Div. PSPCL, Mahilpur on behalf of Dy. CE/DS Circle, Hoshiarpur presented the case before the Committee. Smt. Paramjit kaur W/o Sh Kulwinder Singh also appeared before the committee. ASE/Op Divn. Mahilpur explained that the consumer was charged for 15595 units during the month of 8/16. The consumer did not agree with this consumption and challenged the meter on the ground that his load was very much less and the house was yet not occupied and it remained vacant. The connection of the consumer was checked vide LCR No.57 dt 20.07.2017 and reported that the load of the consumer was within sanctioned load and the house was vacant and there was no occupancy in this house. The meter of the consumer was checked in the ME Lab. and as per report of the Lab. the pulse of the meter was found dead. So, the accuracy of the meter was not checked and final reading was also not recorded by M.E lab. The ZDSC after going through the consumption data observed that the consumption of the meter before and after change of meter was almost negligible. The committee decided that the consumer be charged @ 104 units the consumption recorded in the month of 10/2015 for the month 8/16 instead on 15595 units and the account of the consumer be over-hauled accordingly.
