5.  ਫੈਸਲਾ This case again, came up for hearing before the Committee on 29.08.2018. Er. Kanwar Jaswant Singh, Dy CE/DS Circle, Kapurthala presented the case before the Committee. Sh Raja Ram consumer appeared before the Committee in person. In the previous meeting, Dy CE/Op Circle Kapurthala was directed to send the complete consumption data for the period 2015 onwards. The same was presented to the Committee by Dy CE/Op Kapurthala. The Committee after going through the consumption data observed that the meter of the consumer was installed on 21.03.2016 and initial reading was 3172 and removed on 18.11.2017 at a final reading of 19587. The Committee noted that the bills to the consumer for the period 19.05.2016 to 19.07.2017 were issued on ‘N’ code and Bill for 14095 units issued under ’O’ Code. The consumer challenged the meter and it was checked in ME Lab. and found OK. Dy CE/Op Kapurthala explained before the Committee that the consumption of the consumer after change of meter is around 814 units Per month from 21.11.17 to 18.5.2018 and the consumption for the period 19.5.16 to 19.11.17 also comes approx. 800 units. The committee decides that the consumption recorded on 5.9.17 be spread for the period 19.5.16 to 5.9.17 and bills be revised accordingly.
