5.  ਫੈਸਲਾ This case,again, discussed by the Committee on 26.04.2019 in the office Chamber of the Chief Engineer/DS North Zone, PSPCL, Jalandhar. Neither the consumer nor any of his representative appeared before the Committee. The LCR No. 538/72 prepared by SDO Begowal, Kapurthala was submitted along with comments by Dy CE/DS Circle, Kapurthala. As per the report, the load of the consumer was found to be within sanctioned load and the Shop was also found renovated/ extended with some additional new load which also came within the earlier sanctioned load of 27.39KW. During the meeting, it was deliberated that the consumer has extended his shop without closing or halting his business and as such, his contension of less consumption for the period the account was over-hauled,is not maintainable. The Committee felt that it is clear case of wrong recording of reading by the concerned Meter Reader/ Junior Engineer for which, disciplinary action needs to be initiated against the delinquents. The Committee felt that originally, the meter went defective in 04/17 and till the replacement of meter on 30.07.2018, Wrong/ factitious readings were recorded. Keeping in view the LCR, the comments of Dy. CE/DS Circle, Kapurthala, it was decided that amount charged to the consumer by the Audit is correct and chargeable.

1 Fri 15, Mar 2019  This case came up for hearing before the Committee on 15.03.2019. None of the Officer from DS Circle, Kapurthala presented the case before the Committee. Sh. Kamaljit Singh brother of Sh. Gurdip Singh appeared before the Committee in person and he was requested to submit his petition if he wishes to Dy. CE/Op Kapurthala. Dy CE / DS Kapurthala shall submit complete comments/report along with LCR and authentication regarding any addition, alternation or demolition of building as informed by consumer before the next meeting. The case is adjourned accordingly.
