5.  ਫੈਸਲਾ This case, again was presented by Er. H S Bansal, Dy CE/ DS Circle, Jalandhar on 03.06.2019before the Committee. Sh. Mukul Malhotra appeared before the Committee. As meter was found slow on checking, the consumer has been chargedby the concerned office for 14 months. But, as per PSPCL instructions, consumer cannot be penalized for more than 6 months. The Committee, after deliberating the case was of the view that as per ESIM instruction No.21.5.2, in case of meter found slow/defective during checking, the account can not be over-hauled beyond six months. As such, the Committee decided that the amount charged to the consumer should be limited to the period of 6 months beyond the date of actual checking i.e. 20.11.2018 or the date on which the connections were set right by taking the slowness factor as 27%. If the consumer is not satisfied with the above decision, he has the right to approach CGRF, Ludhiana within stipulated period of 60 days.

H S Bansal, Dy CE/ DS Circle, Jalandhar on 26.04.2019 before the Committee.Sh.Mukul Malhotra, consumer appeared before the Committee in person and he gave written representation to the Committee. It was decided to send the representation of the consumer to Dy. CE/ DS Circle, Jalandhar for offering his comments and to send the same to the Committee members before the next meeting. The case is adjourned accordingly .
