In order to meet the ends of justice, it was decided that the account of consumer from May, 2010 to the date of replacement of the meter may be overhauled on the basis of consumption recorded during the corresponding period of the previous year or actual recorded consumption, whichever is higher. The consumer agreed to this decision.
