1 Mon 06, Mar 2023  In this case, Mr. Ashok Dhawan appeared on behalf of the consumer and it was told by him that the said consumer did not get the benefit of TOD night unit rebate during the period from 11/2016 to 03/2017, 11/2017 to 05/2018.
And during the month 10/2018 and 11/2018 they have been charged wrong amount of Fix Charges which was refundable to them as rice sheller is a seasonal industry.
The PO told the committee that as per the instructions of PSPCL, the consumer was eligible to get the benefit of TOD night unit from 11/2016 to 03/2017 and from 11/2017 to 03/2018, but due to the fact that the consumer's meter was not TOD. He could not get this benefit. Sub divisional office has written to the office of Sr Xen EA cum MMTS, Moga to get the DDL of the meter available but the DDL report has not been received yet. Due to this, the refund amount could not be determined. Apart from this, it was told by the concerned sub-divisional officer who appeared with the PO that some amount of fixed charges charged to the consumer during 10/2018 and 11/2018 is refundable.
2 Mon 06, Mar 2023  The record submitted by the PO was scrutinized by the Committee and it was found that the TOD reading was required to give the TOD benefit to the consumer and to recover the peak load time penalty applicable during this period. For which the PO was instructed to get the DDL by contacting personally. Apart from this, according to the statement given by the Sub-Divisional Officer, the amount of fixed charges is refundable to the consumer, while in the history sheet presented before the committee, it was stated by him that from the month 10/2018 to 03/2019, the instructions of the Fixed Charges Department have been charged accordingly and no amount is refundable.
After hearing the PO and perusing the record submitted by him, the committee decided that the history/calculation sheet submitted before the committee did not contain any details regarding the refundability of fixed charges. Apart from this, DDL is also required to determine the chargeable/refundable amount of TOD. Therefore, the committee instructed SE /DS Circle, Ferozepur, that after receiving the DDL for TOD rebate/charge from the concerned Enforcement Officer, he will ensure to present the complete calculation sheet of TOD and the calculation sheet of refundable fixed charges in the next meeting. Therefore, this case is deferred till the next meeting.
