➤   What is CGRF and why was it formed?

The Consumer Grievances Redressal Forum (CGRF) is a structured mechanism established by PSPCL under the direction of PSERC to resolve electricity-related consumer complaints in a timely and transparent manner.

As per Regulation 2.1 of Punjab State Electricity Regulatory Commission (Forum and Ombudsman) (2nd Amendment) Regulations, 2021 (quoted):
“Every distribution licensee shall establish Consumer Grievance Redressal Forum (Fora) under sub-section (5) of section 42 of the Act to cater the needs of the sub-division, division, circle, zone and company level in accordance with these Regulations. Each forum shall be headed by an officer of the licensee of appropriate seniority and the Commission shall nominate one independent member who is familiar with the consumer affairs.”
➤   Which CGRF office will handle my grievance?

When you file a complaint through the online PSPCL eCGRF portal, you don’t need to manually choose the CGRF office; the concerned office is automatically assigned based on your input:
• LT/HT/EHT category - in case of Non-Monetary Grievances, and
• Disputed amount - in case of Monetary Grievances

The system ensures that the grievance is routed to the appropriate forum instantly. However, here’s the logic for reference:

➤   What documents do I need to upload while filing a complaint?

You will need the following documents, which you can upload directly on the : PSPCL eCGRF online portal

• Copy of the latest electricity bill
• Identity proof (Aadhaar, PAN, etc.)
• Connection-related documents (if applicable)
• Any correspondence with PSPCL regarding the issue
• Scanned copy of payment receipt (if already paid)
• Written grievance/complaint letter (PDF/Doc)
• Declaration that the matter is not pending in any other forum or court
➤   Do I need to pay any amount before filing a complaint?

Yes. As per the regulations, a minimum deposit is required before the case is processed:

Regulation 2.19 of Punjab State Electricity Regulatory Commission (Forum and Ombudsman) (2nd Amendment) Regulations, 2021 (quoted):
“Before submitting a complaint involving monetary dispute to the Appropriate Forum, the consumer shall be required to deposit following amount (inclusive of amount already deposited on this account), with the Licensee, through any mode of payment specified in Regulation 31.5 of the Supply Code, 2014, as amended from time to time, pending disposal of any dispute between the complainant and the Licensee and attach a copy of the receipt with the complaint:

i) Disputed current electricity bill amount (covered under Regulation 35 of Supply Code, 2014): payment as specified in Regulation 35.1.1 of Supply Code, 2014, as amended from time to time. The existing provision is as under:
(a) an amount equal to the sum claimed from him;
   or
(b) the electricity charges for each month calculated on the basis of average charge for electricity paid by him during the preceding six months, whichever is less, pending disposal of any dispute between him and the distribution licensee.

ii) Cases Other than that covered under (i) above: 20% of the disputed amount other than the current bill amount.

Provided that in case a complainant approaches the Corporate Forum against the decision of the Zonal or Circle or Divisional Forum and had already deposited the amount as mentioned above, no additional amount shall be required to be deposited by the complainant. ”


➤   Can I appeal against CGRF decisions through the online portal?

Currently, only direct complaints (initial grievances) can be filed online via the PSPCL eCGRF portal.

Appeals against decisions of Divisional or Circle CGRF must still be submitted offline to the Corporate Forum. Similarly, further appeals to the Ombudsman must also be filed offline.
➤   Can I track the status of my grievance online?

Yes. After submitting your grievance on the PSPCL eCGRF portal, you will receive a unique grievance ID. You can use this ID to track the real-time status of your complaint, view any responses, and check hearing or decision updates at: Lodged Grievances Page
➤   What happens after I submit my grievance online?

After you file the grievance:

• Acknowledgment with grievance ID is generated
• Case is assigned to the appropriate CGRF office automatically
• You may be contacted for clarification or additional documents
• You will be notified of any hearings or updates via email/SMS/portal
• A written order is issued and uploaded after the decision
